Fotka.tv is part of the Polish site Fotka.pl which from my best guess is a picture rating site that turned into somewhat of a social network.
Fotka.tv is the live webcam chat section of Fotka.pl and usually has a lot of broadcasters, though for us English speakers it isn't that great for chatting, though viewing can be just as fun.

CamFuze Adult Webcam Site
CamFuze is much like Cam4 which I posted about previously, it's a free adult webcam site where pretty much anyone can start broadcasting, which makes for great amateur fun.
Though unlike Cam4 I don't think CamFuze has the tips feature, though it does have monthly prizes for the most viewed cams.
It's a great site and there's always great cams to view and people to chat to, but it doesn't have nearly as many users as Cam4.

Cam4 Live Cams
Cam4 is a live adult webcam site, the performers seem to be mostly amateurs, the draw for them is they can get tips from the viewers. You can view most cams for free at Cam4, you'll even catch entire shows from start to finish for free.
There is never any shortage of cams to view, though I think unless you're a paying customer you can only view one cam at a time, though that's no huge deal. When you sign up you can freely join in on the chat as well and the performers usually make for a fun conversation.
I would consider Cam4 one of the best free adult web cam sites around.

Mail.ru Video Chat
Well I didn't actually know what Mail.ru was all about until writing this post, I only visited it for the video chat section of the site. Mail.ru is a free Russian email service, which happens to have a broadcast section with chat. Video.mail.ru/broadcast is very active with broadcasters, always someone interesting to watch, though with most of the users being Russian, chatting can be a bit hard.

Smotri is a Russian based video sharing site which also features the option to broadcast live cams. The broadcast section of the site is very active, though for the most part all video chat is in Russian, but hey you can always try some English.
To access all cams on Smotri, there's an adult section, you'll need to sign up, but that's free and easy.

To register click the first of the links in the very top right hand corner, enter an email address and continue with registration.
To login after registration click the last of the links at the top right hand corner, you should get a pop-up login thingy.
To access the broadcast section look for Трансляции near the top of the page, and if you want to access the adult section look for Эротика near the bottom of the left sidebar.
You may have to fill out profile information such as age to access all of the site, I can't remember, it's been a long time since I signed up to them.
