Fotka.tv is part of the Polish site Fotka.pl which from my best guess is a picture rating site that turned into somewhat of a social network.
Fotka.tv is the live webcam chat section of Fotka.pl and usually has a lot of broadcasters, though for us English speakers it isn't that great for chatting, though viewing can be just as fun.
